Introduction

It is important to define their roles in order to facilitate a better planning. The many links in the bioenergy chain require a wide range of organizations and actors to be engaged. In this section, deeper background and appropriate references are provided on some of the people-process systems that are important in the design and implementation of a bioenergy strategy as well as specific projects or programmes.
