Who? – Actors and Stakeholders

The first question that arises in designing a bioenergy strategy is which organisations and actors should be involved in the process and in what manner should they participate? The active participation and commitment of key stakeholders is critical throughout all the stages of the strategy design process. Designing a bioenergy strategy, thus, requires cooperation across several different ministries and agencies. This section discusses how to engage key stakeholders and how to build a Bioenergy Task Force (a broader range of stakeholders in government and external to the government) to guide the strategy making process.
